Hawthorne council approves consent calendar, multiple progress payments and annual HUD filing

The Hawthorne City Council voted unanimously to approve two consent calendars and a public‑hearing action late Tuesday, clearing a package of routine and budgeted items meant to keep city services and capital projects on schedule.

The city clerk’s consent calendar (items 1–7) included approval of warrants, minutes from the March 24, 2026 meeting, a waiver of full readings for upcoming resolutions and ordinances, and resolutions designating Municipal Clerk Week and calling the consolidated municipal election. The clerk’s package also included a third amendment to a professional services agreement with a local substance‑abuse provider and the city’s FY 2026–27 list of SB1 road projects.

The city manager’s consent calendar (items 11–24) cleared multiple payments and project actions. Notable items included progress payments to Martinez Landscape Company (Progress Payment No. 1: $220,547.25; another payment listed at $580,417.17), a $974,517.70 payment related to the new Senior Center (Project No. 24‑03), and a payment to Chapman Coast Roof Company for the Hawthorne Police Department roof replacement. Council also authorized a payment of $8,600 to FEMA for local hazard mitigation plan update costs and directed out‑to‑bid actions for airport and billboard projects. Council approved updated lifeguard pay scales and authorized an independent audit services contract.

At a brief public hearing on the Housing Authority annual plan (Item 8), staff recommended approval and filing of the 2026–27 annual and administrative plans with the U.S. Department of Housing and Urban Development on or before the April 17, 2026 due date. The council closed public comment (no speakers) and unanimously approved the staff recommendation and filing direction.
