City outreach coordinators report rehousing successes and urge sustainable funding

City homeless outreach case coordinators Andrew and Jeremy Pinkle presented their work and results to the Redevelopment Authority, describing intensive casework for the most vulnerable, coordination with St. John’s, ADRC and other partners, and a range of positive outcomes.

The coordinators described a small‑case‑load, high‑touch model focused on chronically unsheltered individuals with co‑occurring needs. They said their caseloads include elderly residents and people with serious mental health and substance‑use histories; the coordinators reported about 40 positive outcomes (including rehousing, placement in transitional or nursing care, and referral to treatment) since the positions began. Staff clarified the countywide point‑in‑time count was about 250, and that most unhoused services and people are located in Green Bay.

Coordinators and staff noted the positions are currently funded with HOME‑ARP dollars through 2029 and discussed pursuing PATH and other federal/state grants or intergovernmental agreements to expand outreach beyond city limits. Board members praised the coordinators’ results and urged continued investment in outreach positions to sustain progress and reduce emergency service calls associated with untreated homelessness.

Next steps: staff said they are exploring additional funding sources to make outreach positions permanent or regional in scope and will report back on potential grant opportunities.
