Commission advances amendment to give County Council explicit investigatory authority to study county operations

Commissioner Sllamon presented amendment 2637, which would add explicit investigatory authority to the charter for the County Council, including the power to receive complaints about county operations and to subpoena witnesses or require production of evidence "in connection with the legislative process." After discussion about staffing, overlap with existing ethics and audit functions, and how investigations would be carried out, the commission voted to advance the proposal to a study committee.

"The ability to compel testimony actually produces the opposite effect because it's not required and it will produce easier production of information," Sllamon said, arguing council access to complaints is a necessary legislative oversight tool. Some commissioners urged care to avoid duplicating existing oversight bodies and recommended the council rely on staff or existing audit mechanisms where appropriate.

The motion to advance the amendment passed with 11 affirmative votes and four nays. The chair appointed Commissioners Sllamon (chair), Klein and Jay to the study committee to draft committee rules and scope.

Next steps: the new study committee will draft the amendment language, define implementation (including whether a council‑appointed employee would handle investigations), and return with a resolution packet for the full commission to consider.
