Council tables comprehensive‑plan contract with regional group; seeks more local input

The Morris City Council voted to table a proposed contract with the Upper Minnesota Valley Regional Development Commission (MVRDC) to prepare a comprehensive‑plan update, citing questions about cost, regional jurisdiction and whether the city should solicit more information and references.

Staff presented a proposal that the council packet characterized as about $56,500 total ($45,000 for the comprehensive plan and an estimated $11,500 for community‑forum expenses such as postage, materials and food). Acting City Manager Blaine said the timeline would likely begin in early 2026 and extend through 2027 for completion. Council members said they were comfortable with the planning commission’s recommendation in principle but wanted references and examples from nearby communities — several asked staff to contact Madison, which had recently completed work with the same provider.

During public comment, resident Jim Stoker urged strong city involvement in any plan and said state statutes require coordination with county plans and regional development commissions; he cautioned against a “boilerplate” product from an outside contractor. The council agreed it would be useful to invite a representative from the MVRDC to speak and to collect feedback from neighboring cities before making a final decision.

A motion to table the contract until next month passed by roll call.
