Harlingen commission authorizes up to five BRIC grant applications for major drainage projects

The Harlingen City Commission voted April 15 to authorize the city manager to submit up to five applications to the Building Resilient Infrastructure and Communities (BRIC) grant program for stormwater and drainage projects.

Staff described multiple shovel‑ready projects being targeted for the grant, including the Commerce (trunk line) drainage improvements from south Business 77 to north Business 77, Jefferson storm drainage improvements, and a 21st Street drainage project previously funded with ARPA for design. The BRIC program maximum award was reported at $20 million with a required 25% local match; staff said the city would consider fund balance or issuing debt to cover the estimated $5 million match if awarded.

Robert (city staff) characterized the Commerce trunk line project as ‘shovel ready’ and emphasized the scoring advantage for projects that had design and acquisition work substantially complete. Commissioners asked whether locations were identified, where the match would come from, and whether partnering with drainage districts was possible; staff said they were exploring partnerships with Drainage District No. 5 for match coordination.

Commissioners approved the motion to submit up to five applications by voice vote. No awards were announced at the meeting; commissioners said the program is competitive and the city will return with more details if the city is invited to apply or if an award is made.
