The Birmingham City Council on July 15 approved a $266,010 payment to New World Systems to upgrade mobile software for police vehicles and authorized annual software maintenance (about $35,770 per year), subject to funds and a term not to exceed five years.
Councilors asked why the licensing would be authorized for up to five years. Attorney Blair from the law department clarified the contract includes termination options if a replacement is procured or the contract needs to be ended: "Then we would terminate the contract if it needs to be terminated," Blair said. Councilor Scales said she wanted assurance that awarding a multi-year agreement would be justified by the vendor’s performance.
City staff explained the licensing supports mobile reporting in patrol cars—allowing officers to file and supervisors to approve electronic reports without paper—and that the multi-year option provides continuity while preserving termination rights. The council approved the item unanimously.
