Taneytown City Council discussed the long-running Memorial Park expansion and voted to authorize the mayor to sign the site-development plan provided legal counsel returns a favorable opinion.
Council member Mead (S2) moved for the mayor to be authorized to sign the site-development plan contingent on legal review; Council member Callanock (S5) seconded the motion. Chair (S1) confirmed the authorization would be contingent on legal counsel’s approval and the motion carried on a voice vote.
The motion followed a status update: City Manager Jim (S6) said county development-review staff “did not anticipate any issues” if the city proceeded without Planning Commission approval, and he noted staff will confirm whether returning the plan to the Planning Commission is required. Council members expressed urgency to avoid further delays because grant funding associated with the project must be executed.
Council comments reflected frustration at prior delays: one council member said the project had been worked on “for months and months” and that they were “finally getting it across the finish line.” Another said state and county approvals had been difficult but that the city had secured those approvals except for the Planning Commission action.
What the authorization does and does not do: the authorization allows the mayor to sign the site plan pending a favorable legal review; council clarified it would not override any adverse legal advice and does not pre-empt required Planning Commission procedures if counsel or other authorities require additional review. Staff will report back after legal counsel’s review and before final execution of grant agreements or bid actions.
