The Athens City Council’s Committee of the Whole voted to adopt a revised process for advancing items from committee to the full council, after roughly 90 minutes of discussion on Monday.
Member Alan Swank’s “option C” — a concise, three-step approach that asks a committee chair to seek objections after first discussion, requires majority votes to advance when objections arise, and places a committee-of-the-whole review as a final step when committees remain divided — was approved by motion. Member Sherwood moved for adoption and Member Jessica Thomas seconded.
Supporters said the change clarifies how and when items should move forward and prevents matters from languishing in small committees. “It allows things to move forward, not get hung up,” Swank said in explaining his proposal.
Opponents warned that the rule could reduce a committee chair’s authority to block ill-prepared measures. Member Wood argued committees should retain gatekeeping power and cautioned that the change could undermine the value of committee work.
Council took a voice vote and the chair announced the motion adopted; one member registered a nay during the count. The clerk will update Rule 28 for a formal council vote on Monday’s agenda and minutes from a prior work session will be made public after member review.
