The York County Planning Commission on May 11 approved three rezoning requests and voted to have staff prepare a report on allowing manufactured homes in the RSF-40 zoning district.
The commission approved Rezoning 26-16, a request from applicant Stephen Moss and owner Scherr Family LLC to rezone a 73-acre parcel on Lockhart Road (tax map 1380000006) from RUD to AGC. Tom Stinnwood, long range planner, said the site is currently used for agriculture, abuts AGC zoning and that staff recommends approval because the request is consistent with the county’s comprehensive plan.
The commission also approved Rezoning 26-17, a request from David Hudspeth and owner Williams Road Holding LLC to rezone a 3.01-acre parcel on Williams Road in Fort Mill from OI to NC for a proposed multi-tenant office/service use. Stinnwood told commissioners the requested NC designation is more appropriate in scale for nearby residences and noted concept plans shown are not approved and will be reviewed in the development review process.
Rezoning 26-18, a request from James and Amy Springs and W.F. Pappke III to rezone a 33.95-acre parcel on Windmill Lane in Clover from RMX-10 to RUD for an agricultural homestead and barn, was approved after staff said it abuts recently rezoned RUD property and is similar in purpose to a nearby approved rezoning.
Each rezoning was moved, seconded and advanced by voice vote. The motions were procedural approvals of the specific rezoning requests on the May 11 agenda; none of the items produced a recorded roll-call tally in the transcript.
The commission’s next regular meeting will consider any staff reports and public notice requirements for items that return for formal recommendation and ordinance drafting.
