Staff reported that Jefferson County is applying for the FY26 Safe Streets and Roads for All (SS4A) implementation grant and asked the committee to consider a resolution supporting Homewood’s role as a partner applicant. The application focuses on safety projects intended to reduce fatal and serious injury crashes; in Homewood the nominated project is a sidewalk expansion along Oxmoor Road to improve ADA access and continuity.
Staff said Jefferson County would be the lead applicant and that Homewood’s preliminary cost share for construction would be 10%. The last estimate staff cited for the Oxmoor project was approximately $2.4 million, which would make Homewood’s potential obligation about $240,000 if the grant is awarded; Jefferson County has agreed to pay the other portion of the required local match (the full match was described as 20% in conversation, with Homewood covering 10% and Jefferson County covering the remaining 10%). Staff said funding agreements and further project details would follow if the project is awarded federal funds.
Councilors asked about the precise extents of Oxmoor Road to be included; staff said the work would cover the length of Oxmoor Road inside Homewood city limits with missing sidewalk segments and problem areas addressed as part of the project design. The committee did not take a final vote to obligate funds at this meeting; staff intends to return with formal documents if the grant is pursued and awarded.
