County staff presented required procurement decisions: two proposals for the county's 10-year solid-waste plan (one from Goodwin Mills/Cwood at $10,000 and another from Southern at $20,000) and the results of annual bids for plastic pipe and several aggregate materials.
Commissioners approved the $10,000 solid-waste plan from Goodwin Mills (the firm that completed prior plans) and discussed how the plan complements local recycling outreach. On annual bids, staff recommended awarding plastic pipe contracts to Wallace Bumper Supply (low bidder on the southeast region procurement) and several aggregate awards to K&B Earth Materials LLC and Hadley's Trucking for specific items (57 stone, pig gravel and tailings). Commissioners approved the bid awards as recommended and retained local-vendor options for certain materials when applicable.
Staff also presented an optional "driveway material" bid with higher clay content that may not meet the county's maximum clay specification; commissioners directed staff to put the option out for bid so vendors can respond and to evaluate material suitability before purchase.
The approved solid-waste plan will satisfy the statutory 10-year planning requirement through 2027, and the bid awards will be used to procure materials for county road and maintenance work.
