Kuna board accepts Newberry Place developer mitigation: $49,000 cash and $148,000 in student-access improvements

The Kuna Joint School District board voted to accept a memorandum of understanding with the Newberry Place developer that the district described as a combined mitigation package worth about $197,000.

Growth-and-development staff member Tim Jensen told trustees the package includes a guaranteed $49,000 cash payment to a district mitigation account plus approximately $148,000 in site improvements to create a safety pathway for student bus access and pedestrian safety. Jensen explained the cash is separate from construction value and that the total contribution could be paid in increments tied to home-build certificates of occupancy; nonetheless staff told the board they would not accept less than the $49,000 cash component.

Trustees asked for clarification about per-unit calculations and the valuation of the pathway work; staff noted the developer assumed some land value in order to create the pathway and that the negotiated per-door figure was derived from a prior 2022 mitigation study. Jensen said the district will use the cash mitigation account for growth-related needs (classroom furniture, fencing, or other growth mitigation expenses) rather than earmarking the funds to a single school.

The board approved acceptance of the MOU and authorized the chairman to sign on behalf of the district.

Next steps: staff will finalize the MOU signature, allocate the cash to the mitigation account and track construction work and certificates of occupancy to ensure payments and improvements are delivered as agreed.
