Committee backs CIC lease to streamline management of Troy’s ‘barn in the park’

The Community Partnership Committee on April 13 recommended that council authorize a lease through the Board of Park Commissioners and the Community Improvement Corporation (CIC) for the property known as the barn in Troy Community Park, and asked that the council consider the authorization under emergency legislation.

The presenter explained the CIC would act as leaseholder to simplify recurring leasing work that otherwise triggers a formal bidding process every several years; the park board would retain title to the barn and the lease terms would not change. The presenter described the approach as a procedural streamlining measure, not a transfer of property title.
