Michael Kime, Winneshiek County's engineer, briefed supervisors on maintenance and capital work. He said a second pier on Bridge 307 is under construction and that a cofferdam has been placed to drive pile. Kime also reported that recent inspections revealed abutment bulging at Bridge 164, describing it as a serious red flag that will require substantial repair work and future placement changes and that the project will be integrated into the CFYIP (the county’s secondary roads five‑year program).
Kime said preliminary discussions with contractors indicate an April start for rock resurfacing and described plans to pilot mixed ice‑control/4I stabilizing materials on roads with dust issues. He read a list of seasonal and summer hires to support operations.
The board then considered the Secondary Roads five‑year program (CFYIP). Following a motion and second, supervisors unanimously approved the program; the board chair noted the Department of Transportation would also sign the document as part of DOT processes. The CFYIP approval means the county will proceed with planning and scheduling several road and bridge projects described in the engineer’s report.
