The Scott County Board of Commissioners voted April 15 to authorize a 2027 certification and grant application under Sections 5311/5339 of the Federal Transit Act, continuing the county's partnership with Southern Indiana Transit System.
Roland Lammons, transportation director for Southern Indiana Transit and Blue River Services, told the board the authorization confirms each participating county wants to remain in the regional system and allows the provider to secure federal funds for next year. Lammons said staff changed to a door-to-door service model after declines in ridership and reduced staffing, and that the service transports about 120 Scott County riders regularly to jobs, medical appointments and services.
"We're not a charter service; any special event rides must be publicized so anyone can access them," Lammons said, describing outreach examples such as a job fair coordinated with WorkOne.
Commissioners asked about marketing, route design and the need for community input. Staff said a transportation advisory committee will be convened to gather resident needs and focus future service and marketing. Mr. Chris Wakeman and local mayors were noted as partners in outreach.
Chair said the resolution reflects a long-standing relationship and the board approved the filing and authorized signing of the certification by voice vote.
The authorization is procedural: it affirms the county's participation and enables the transit operator to apply for federal operating and capital funds. No substantive changes to service levels were approved by the board at the meeting; further service expansions or route restorations will depend on staffing, ridership and committee recommendations.
