Bellflower approves forgivable façade loan to downtown pharmacy

The Bellflower City Council voted April 13 to award a forgivable, zero‑percent façade loan to COAM Pharmacy to support façade improvements at 16827 Bellflower Boulevard.

Economic development staff explained the Chapter 3.1 business assistance plan provides matching loans that cover two‑thirds (66%) of eligible façade costs up to $35,000; the loan is provided at 0% interest and is forgivable over five years at 20% per year if the business remains in operation as presented. Miss Mia Shiro, who presented the item, said the applicant qualified as both the business owner and property owner and meets the program requirements, including projected job creation for eight employees.

Applicant Steve Kim told council his family has operated the business since 1985, that the project will create a community pharmacy in downtown Bellflower and that the rear of the site will serve long‑term care customers, with plans for community outreach such as health screenings. Council members asked clarifying questions about forgiveness mechanics, matching percentages and program administration. Staff and the applicant confirmed the applicant will supply invoices and the city will reimburse per program rules.

Council adopted Resolution 26‑11 by unanimous roll call authorizing the city manager to execute the loan agreement. Staff will execute the loan documents and begin invoice reimbursements once paperwork is complete.
