The Carroll County Board of Education approved awarding the Glenn Heitzman construction contract after a presentation on bids and the evaluation process.
The presenter told the board seven companies bid the project and that the top-ranked, low bid came from J and R Construction. He said the base bid was $9,085,000 and, when fees, contingency, equipment and technology were included, the total project cost would be $9,925,242 — about $300,000 under the project budget. The project scope described a two‑story addition, removal of an existing wing, parking and playground relocation, and renovation of older sections of the building.
Board members asked about the scoring panel; the presenter said the three scorers were Mr. Harding, Mr. Beers and Tim Griffin, with the superintendent and doctor Ainsworth observing but not scoring. A motion to approve the recommended contractor was made, seconded and approved by voice/hand vote.
The presenter said the district will bring a related Temple High School bid to the board in June.
