Akron City Council voted April 29 to adopt a resolution expressing support for Ohio House Bill 58, legislation the sponsor described as strengthening state certification and oversight of recovery housing residences and creating a state recovery-housing task force.
A committee report was favorable and the council suspended the rules to pass the measure. The sponsor said the bill "tightens up a lot of these state certification of recovery homes" and described problems in Ward 8 where operators had concentrated residents in a single neighborhood. "Now I'm a 100% buying recovery homes and and people getting the the help they need," the sponsor said while arguing the bill would close loopholes and make complaints easier to file.
Council members questioned whether the measure would shift control to the state or allow local enforcement; the sponsor and committee members clarified in the meeting that the bill creates state certification (not local control) but also highlighted the city's need to know where recovery homes are located so they can be inspected against city code. The sponsor said differences exist between state-required square footage per person and city code, and recommended building a database to locate and inspect sites to ensure compliance with both sets of standards.
The resolution was adopted under suspension of the rules and recorded as passing 13 to 0. The council asked staff to provide packet materials and additional details comparing state and city code requirements for follow-up.
