Board members and staff said the central issues are parking and how the development is classified under existing zoning. Estimates discussed during the meeting included roughly 8 to 10 cabins, two required ADA-accessible spaces, and differing counts of total parking (participants referenced 10, 14 and 16 as possible totals and suggested the project might need as many as ~20 spaces after accounting for cafe seating and employees). Members noted the applicant had drawn a concept plan that places some parking within the front-yard setback and suggested the applicant should move parking behind the building or push it further back to avoid setback conflicts.
Several members raised accessibility concerns: the plan showed gravel walkways between cabins and to the bakery, and staff indicated gravel may not meet ADA requirements because pathways must be at a firm surface. Board members also discussed whether the units are permanent structures (footings/slabs) or trailer-like units; permanence affects classification and applicable standards.
No formal vote was taken. The board asked that the applicant provide a scaled site plan, a clearer parking analysis tied to café seating and employee needs, and specific details about foundations and walkway surfacing; the project will return for review once those materials are submitted.
