Lance Ingalls, Elbert County attorney, told commissioners on April 8 that the town of Kiowa requested an updated intergovernmental agreement to reflect changes in its water plan and the services provided to Elbert County’s public-works facility.
"This is an item that was requested by the town of Kiowa," Ingalls said. He said county staff reviewed the water-plan changes and he has "no concerns about this form of IGA." The county also agreed to contribute $5,000 toward the plan update, a sum included in the draft agreement.
Ingalls told the board the IGA process has been under discussion since roughly September and was delayed while the county awaited the actual plan materials in order to understand context. He said adopting the updated IGA would not materially change county obligations and that the document can be set over to a subsequent meeting if the board prefers more time for review.
The board received the explanation and did not take immediate action on the IGA at this meeting.
