At a meeting of the Wayne County Committee on Public Safety, Judiciary and Homeland Security, commissioners approved two items: a time extension for the U.S. Department of Justice 2022 Justice Assistance Grant (JAG) and a professional services contract with Detroit Employment Solutions Corporation for the Pathways Home program.
Venita Terry, chief of administration for the Wayne County Sheriff's Office, told the committee the JAG amendment adds no new money but extends the grant period to allow communities more time to submit reimbursement requests; she said the remaining balance on the grant is $1.44 million. "There is no additional revenue being added to this grant," Terry said. She and staff agreed to provide commissioners with detailed status information on which community programs have submitted requests and what each project covers.
Terry also described the Pathways Home program, which she said began in May 2024 and provided training for approximately 400 incarcerated adults to support reentry and employment. "We could not do this program and our jails without Detroit Employment Solutions and they could not do it without having a jail. So we partner together," Terry said. She said the county will receive $344,000 under the contract, chiefly to cover deputy salaries tied to program delivery.
Commissioner Peterson Mayberry asked staff to provide a breakdown of projects supported by the JAG dollars and to identify obstacles that might prevent communities from spending the funds before the federal deadline. Commissioners were told unused federal funds are subject to recapture if not spent by September 30, 2026, and staff agreed to supply the grants director's submission records and additional program-level detail.
The committee voted by voice to approve items one and two together. Commissioner Dob moved the motion and Commissioner Wilson supported it; commissioners signified approval and the motion carried. No roll-call tally was recorded in the transcript.
Next steps: staff will provide the requested program-status details to commissioners and the contract for Pathways Home will proceed as approved.
