The Downtown Action Committee voted April 8 to approve Transfer Development Rights (TDR) case 26‑02, clearing a transfer of 21,824 square feet from 517 Division Avenue to the receiving site at 400 Hibiscus Street.
Lauren Thomas of Touchstone Web, representing 517 Division LLC and 400 Hibiscus Acquisitions LLC, described the transfer and said the sending site will retain 2,999 square feet after the sale. “This is the receiving site for the transfer of 21,824 ft of TDRs,” Thomas said during the committee presentation.
Committee members and staff described the application as a standard TDR transaction that provides funds to property owners to make historic‑preservation‑related improvements. The chair corrected a discrepancy in the staff packet, saying the staff report’s amount was incorrect and confirming on the record the correct transfer is 21,824 square feet; staff noted the presentation materials carried the correct figure and the staff report would be revised.
The motion to approve the transfer was moved, seconded and adopted by the committee without further conditions. The committee did not record individual vote names in the transcript; the chair declared the motion carried.
