The county attorney presented several legal items and the board voted on related measures.
Ordinance 05/11/26A, introduced from the drainage board, was described as directing the Hamilton County surveyor and auditor to deposit fines collected by the surveyor and drainage board into the general drain improvement fund. The board adopted the ordinance on first reading and then adopted it as presented.
Ordinance 05/11/26B amends a contract-related ordinance adopted April 13, 2026, to incorporate revisions the board made on April 27, 2026, including language that requires legal review of county contracts before presentation to the board. The commissioners adopted 05/11/26B on first reading and later on the same day.
County counsel also presented a memorandum of understanding (MOU) under consideration between the Hamilton County Board of Commissioners and the Hamilton County Regional Utility District to explore using Community Development Block Grant (CDBG) funds to assist qualifying homeowners with public-connection costs. Counsel and CDBG staff noted timeliness requirements: regular CDBG allotments must meet an August 1 timeliness test; CARES Act funds face a June 1 deadline and, per staff, currently lack eligible activities that could be processed quickly enough to meet that earlier deadline.
The board also approved the appointment of Jonathan L. Albright, an attorney with Nicolai Albright Gordon and Seabee of Noblesville, to the Hamilton County Public Defender Board. A sheriff’s contract item was tabled to the next meeting.
