Cocoa Beach accepts FY2025 audit despite one material accrual finding

City management presented the Fiscal Year 2025 Annual Comprehensive Financial Report (ACFR) and asked the commission to accept the audit.

City Manager Hannah Juman and Finance Director Devon Tally explained the audit included one finding described in the meeting as a material weakness: a year‑end accrual error where an invoice with a service period in FY2025 was incorrectly booked to FY2026. Staff said the entry has been corrected to move the expense back to FY2025 and that they will extend certain year‑end processes to prevent recurrence.

Tally described the mechanics: for services occurring in the prior fiscal year, the expense must be booked to that fiscal year. The single invoice in question was reclassified and other internal process improvements were proposed. Commissioners discussed whether the issue should be called a material weakness and asked questions about the amount involved; staff said the figure under discussion was in the hundreds of thousands and characterized the finding as related to accrual timing.

The commission voted to accept the ACFR for FY2025. The motion passed 4-0.

Next steps: staff will implement the process changes discussed and will monitor year‑end accrual procedures to reduce the risk of future findings.
