Letters of support for Student Safe 360
Staff recommended the council authorize the mayor to execute letters of support for the San Bernardino County Transportation Authority's Student Safe 360 initiative, which aims to improve student pedestrian, bicycle and transit safety and includes education and infrastructure elements. Staff said the authority will pursue funding from the state Active Transportation Program and the federal Safe Streets and Roads for All (SS4A) program. The council approved staff's recommendation by voice vote.
County Line Road slurry-seal agreement
Public works staff presented a proposed agreement to include Yucaipa's northerly half of a County Line Road segment in a countywide Riverside County slurry-seal contract. Staff estimated the city's share at about $9,950 and said participating in the larger county contract would yield significant cost savings compared with smaller, city-only resurfacing projects. Council members asked technical questions about slurry-seal timing and lifecycle; the council approved the agreement by voice vote.
Citywide janitorial services contract
Staff reported that the current janitorial contract expires June 30, 2026, and that the city solicited qualifications and evaluated nine proposals using the city's qualifications-based selection process. Staff presented a recommended citywide contract to cover multiple public facilities and the council approved the recommendation by voice vote.
Animal care and control contract extension
The animal care and control contract extension for fiscal year 2026'27 was returned to the council after prior April discussion. Staff reported a contract amount of $575,089 and said the city typically budgets to cover roughly 60% of anticipated calls for service, noting the city only pays for calls for service. The council approved the one-year extension by voice vote.
Election resolutions
Staff asked the council to adopt three resolutions: to call the Nov. 3, 2026 general municipal election, to request consolidation with the county, and to adopt regulations for candidate statements. The council approved the resolutions for Districts 1 and 2 and set the nomination period as stated in the staff report.
Treasurer's report
Treasurer Ryan McAfee presented the March 2026 monthly treasurer's report as a receive-and-file item and summarized the city's cash and investment positions and portfolio composition; he reported a weighted average yield to maturity of 3.98% and a weighted average maturity of 1.62 years. McAfee offered to answer council questions; Council Member Miller referenced the prior audit presentation when discussing fund balances.
