Clerk reports election security tools, meeting volume and faster legislation turnaround

The clerk's office summarized operations and election tools during the March 12 Rules Committee meeting.

Jamie said the elections team is monitoring cybersecurity threats and has implemented measures including ballot-tracking tools, a text-to-cure system for signature issues, and a new secure document portal designed to allow voters to access documents without needing a printer. The clerk also described a comprehensive signature database meant to reduce ballot rejections by prioritizing wet signatures and consolidating multiple state-sourced signatures.

On meeting and legislation workload, Jamie reported a decline in the number of staff-supported meetings from 359 in 2023 to 228 in 2025 and noted the number of pieces of legislation processed annually (2023: 1,912; 2024: 1,883; 2025: 1,813). She said turnaround goals have tightened: the office moved from a three-week target to a five-day target and is now aiming to post adopted legislation within three days after meetings; the office reported achieving 100% on-time processing so far in 2026 after a 59% achievement rate earlier.

Jamie also introduced Noah Warick, the new part-time constituent services aide, who said he is "really excited to work with everyone" while onboarding into the clerk and legislative services workflow.

Committee members asked clarification questions about licensing and short-term rental registration processes; Jamie said the clerk's office processes a range of licensing and legislative records and will provide more details as requested. No committee action was taken on administrative items.
