Orlando council authorizes Jacobs Engineering services for Church Street festival-street work, caps budget near $728,000

The Orlando City Council on April 6 authorized a service agreement with Jacobs Engineering Group to advance the next phase of the Church Street Festival Street project.

Kristin Holmes, the city’s assistant director handling CRA matters, told the council the work will focus on improvements between the tracks and Orange Avenue to make Church Street more festival‑friendly and improve mobility and connectivity downtown. The city will use an existing professional services agreement and set the project budget at a not‑to‑exceed figure of about $728,000.

Commissioner Ortiz had earlier flagged the Church Street project in the mayor’s agenda remarks. The motion to authorize the services was made by Commissioner Rose and seconded by Commissioner Sheehan; the council approved the item by voice vote during the CRA consent items portion of the meeting.

Next steps: With the authorization in place, city staff and Jacobs Engineering are expected to proceed with design and coordination phases under the existing contract. The council identified the project as part of downtown transportation and streetscape improvements in the DTO Outlook Plan.
