The Barnstable County finance committee voted to recommend the Cape Cod Commission’s FY2027 operating budget to the full assembly after the commission reported plans to purchase a nearby office building for roughly $2.2 million and to renovate it.
Delegate Harder, who chaired the Economic Affairs review, told the committee the commission is proposing to convert a part-time planner to a full-time position and has identified roughly $4.45 million in reserves to cover the purchase and likely renovation costs. The commission’s representative (Director) confirmed the acquisition would be paid from identified reserves. “We do intend to use funding that we have identified and held in reserve for a purchase of the new building,” the Director told the committee.
Committee members pressed for details about the renovation budget and timing. Several asked whether the purchase would be mortgaged or paid from reserves; the Director repeated that reserve funds are the intended source and said staff expect the commission could occupy the building before the lease expires in 2028 if negotiations proceed smoothly. Members also questioned personnel costs; one delegate noted salaries and benefits currently account for about 84% of the commission’s operating budget and urged caution when adding permanent staff.
After questions, the finance committee moved, seconded and recorded a roll-call vote that recommended the budget to the full assembly. The vote was unanimous among the five members present.
The finance committee asked the commission to complete due diligence and provide detailed estimates of renovation costs and a timeline for occupancy before the assembly takes final action.
