Residents praise dog rescues, urge more social services as budget debate continues

A resident at the April 6 Winchester Board of Selectmen meeting praised town staff and the volunteer organization Lucky Dog Rescue for finding permanent homes for dogs involved in the Sarah Smallac seizure. Town Manager Harrington confirmed that 11 dogs tied to the case are adopted or pending finalization and thanked Lucky Dog Rescue and Detective Green for their assistance.

During public comment, the board also heard a written statement from Christine Ryder, read aloud by an attendee, urging support for the proposed education budget. The statement warned that a prior $450,000 reduction had already left services below last year’s level and that additional cuts could eliminate specials (art, music, physical education) or shorten the elementary school day, producing ripple effects across the district.

David Woodbury, a resident who identified himself as recently homeless, told the board Winchester lacks sufficient social and mental‑health services and called attention to a drop in the town’s social‑services line from $10,000 to $1,000. Harrington referred Mr. Woodbury to the town’s Winstead Cares coordinator, Sarah Toomey, as a local resource.

Town officials noted the social‑services funding line and said they would continue to review departmental requests during upcoming budget workshops. The meeting’s public‑comment period also included questions about speed‑camera revenue and concerns about proposed tax increases for seniors and fixed‑income households.
