The Gilroy City Council unanimously approved agreements on April 6 to place multiple firms on call for building and fire plan review and inspection services. Staff recommended four vendors after a competitive RFP process; council authorized three‑year agreements (July 1, 2026–June 30, 2029) with two one‑year extension options and contract maxima of $2 million per vendor.
Community Development Director Sharon Goi told the council the city receives no net cost from these contracts: plan‑review and inspection work is covered by permit and plan‑review fees and the agreements are structured so vendors are used only when budgeted work exists. The four firms recommended for on‑call agreements were selected from 16 proposals evaluated by a committee that included the building official and fire marshal.
Council members asked whether contracts impose minimum workloads; staff confirmed work will be assigned only as budget and demand require and there is no minimum guaranteed volume. The measure aims to improve customer service and allow the city to respond to fluctuations in development activity and complex projects.
The contracts were approved by roll call 6–0; staff said any actual work will be assigned only if appropriated in future budgets and when necessary to meet peak demands.
