Why it matters: the skate park sits on school district land, so the interlocal agreement frames maintenance responsibilities, inspection/structural analysis and short-term stewardship. Staff said the district prefers a two-year agreement with a caveat that the city would perform structural analysis and return with longer-term recommendations.
