A WNA Engineering representative (identifying himself as Bryce Hicks of WNA Engineering) told the commission the 2004 binding plan never materialized, that the property is well-located near Loop and U.S. highways 29 and 72, that truck traffic is anticipated but the site is removed from nearby residences, and that large wooded buffers were retained in the plan.
Attorney Drake read both ordinances; commissioners took the rezoning and special‑use votes separately (motion and second recorded on the record) and both passed by voice vote with no recorded opposition.
