Athens-Clarke County commissioners approved the award of a construction services contract for the East Side Library at their April 7 meeting and adopted a budget amendment to fund pedestrian improvements associated with the project.
Construction was described as scheduled to begin in May with an expected opening in late summer 2027 and final completion later in the year. The appropriation included funding for a high‑visibility pedestrian hybrid beacon and an elevated crossing to provide safer access across Barnard/Ga. corridor for library patrons; staff described the device as traffic‑stopping lights (a HAWK/pedestrian hybrid beacon) rather than a simple painted crosswalk.
The commission approved the contract and the TSPLOST budget amendment by voice vote. Staff said the pedestrian facility timing needed to align with the library construction window and that some TPL 2026 project timing would be coordinated post‑referendum.
