Sponsor Councilmember Coupin said the proposal is a “generational opportunity” and asked for more time to consolidate many committee and late‑filed amendments. The council approved a one‑meeting deferral with committee referral; the item is scheduled again for the April 21 council meeting and committee consideration on April 20.
Planning Chair Horton summarized extensive committee review of at least 18 amendments and stressed that re‑referral would require reintroduction of any amendments not formally carried forward. Several members said they preferred committee deliberation rather than extended floor debate; others said they wanted to avoid repetitive two‑hour committee sessions and asked staff and sponsors to consolidate amendments in advance. The sponsor and planning staff said they will work to bundle and refine suggested changes before the next committee meeting.
Council members and staff emphasized the scale of the East Bank and downtown work — multiple blocks and dozens of acres — and framed the deferral as an effort to ensure adequate public engagement and technical vetting of design, traffic and parking, and affordable‑housing provisions before final action.
