Committee approves bill giving Kentucky Horse Park president limited authority to remove individuals for safety

The House State Government Committee approved Senate Bill 68, which would grant the Kentucky Horse Park president the authority to remove an individual from the park when the president determines the safety of others is at risk.

Senator Amanda Mays Bledsoe and Lee Carter of the Kentucky Horse Park described the committee substitute as a narrowly tailored response to safety concerns. "The substitute reflects the Horse Park's thoughts in making sure we're doing this with goodwill and well‑intentioned," Mays Bledsoe said.

The committee adopted the substitute and then passed the bill by roll call, 19–0. Supporters said the change is limited in scope and intended to allow the Horse Park to act quickly to prevent threats to public safety.

The bill will move to the House floor with a favorable committee report.
