Council removes 3413 Walkagan Road from downtown TIF after conflict-of-interest debate

The Mckenry City Council approved an amendment on April 6 to the city’s downtown tax-increment financing (TIF) redevelopment plan that removes a single parcel commonly known as 3413 Walkagan Road from the TIF area.

Discussion was heated: some council members argued removing the parcel would allow the affected alderperson to participate in future TIF discussions and votes and noted the removal process is an accepted statutory remedy for property-owner conflicts. Other councilors opposed the measure on ethical grounds, saying that removing the parcel does not erase the underlying influence and that ownership inside the TIF is inherently sensitive because TIF investments can change property values.

The clerk recorded a roll call and the ordinance passed with a mixture of yes votes, nos, and one abstention from the member whose home had been discussed. Councilors said removal of the parcel will allow the affected member to participate in TIF deliberations going forward, while some members urged more stringent disclosure and recusal practices when subjective conflicts arise.

Staff said the amendment revises the redevelopment project area by removing the parcel and will be followed by routine administrative actions to update TIF records.
