Committee seeks report on special-education transportation after IG study; Head Start review also referred to TLSS

Worcester — The School Committee asked the administration to report on special-education transportation and on the district’s Head Start program following concerns about rising costs and access.

Member Guardiola cited the Massachusetts Office of the Inspector General’s February 2026 special-education transportation study, which details rising costs driven by out-of-district placements and long individualized routes; Guardiola asked the administration to review the district’s local status and to work with state delegation on potential reimbursement reforms. Administration acknowledged the circuit-breaker reimbursement system requires districts to pay costs up front and be reimbursed the following fiscal year and said the issue will be part of upcoming legislative advocacy.

Separately, the committee requested a Head Start status report covering enrollment for the past three years, curriculum, capacity, waitlist information, changes to funding or staffing, outreach efforts to families and anticipated challenges. Member Guardiola said Head Start enrollment and outreach are key to early-childhood access and requested the report be referred to TLSS; the committee agreed.

Both items were referred for administrative follow-up; members indicated the special-education transportation report will inform budget planning and legislative priorities while the Head Start review will examine access and capacity.
