City Manager Carolyn Lear asked the Government Operations Committee to ratify city applications submitted for fiscal year 2027 congressionally designated spending (CDS). Staff submitted four projects under a compressed timeline to meet federal deadlines.
The four applications the city submitted are: a Bangor Police Department request for $165,000 to modernize evidence response and forensic capabilities; an airport request for $4.2 million to complete gate upgrades for gates 8 and 12; a Public Works request for $7.5 million to replace end-of-life equipment storage that leaves some equipment exposed to the elements; and a Parks and Recreation request for $24 million to fund a third phase of its facility project (childcare and community facility elements).
Lear said staff preferred a more centralized and deliberative approach to selecting applications but filed four requests to avoid missing the opportunity, noting that council can later decide whether to accept and appropriate awards if they are granted. The committee moved and seconded to ratify the applications and forward them as submitted.
Next steps: if any CDS awards are made, the city will return to council to accept and appropriate funds; staff said they will create a centralized tracking system to avoid missed deadlines in the future.
