Council accepts clean FY2025 audit; appoints Crystal Babcock interim city secretary with salary adjustment

Haslet’s City Council on April 6 accepted the fiscal year 2025 audit prepared by Veil & Park, which issued an unmodified (clean) opinion and reported no material weaknesses in internal control. Staff summarized highlights including increased general‑fund revenues from property and sales taxes, a $3 million reclassification from a capital projects fund to the general fund during the year, and an estimated 34 months of general‑fund reserves as of Sept. 30, 2025 (staff cautioned that the budget adopted Oct. 1 subsequently committed some of those funds).

The audit presentation was delayed when the partner from the auditing firm was not available online; staff summarized the results and provided the council the audit packet. Council moved to accept the audit as presented.

Later in the meeting, after an executive session on legal and personnel matters, council voted unanimously to appoint Crystal Babcock as interim city secretary, remove the "acting city secretary" title from Katrina White, and approve an interim salary of $105,000 per year for Babcock. The appointment was made in accordance with ordinance 005-2026 and council recorded the vote and salary amendment.

Next steps: staff will file the accepted audit with required authorities and implement personnel changes consistent with the council motion and city ordinance.
