The Alexander County Board of Commissioners approved two zoning map amendments that will allow placement of double-wide manufactured homes on effected parcels.
Rezoning case RZ-26-01: Planning Director Patrick Green presented a request by landowner Scotty Green to rezone a 4.5-acre parcel on Emerald Lane from R1 to R2 so the owner may place a double-wide manufactured home. The parcel is adjacent to Midnight Elementary School and staff told commissioners the site is in an urban services area; the planning board recommended approval. Scotty Green addressed the board in support. Commissioners approved RZ-26-01 by voice vote.
Rezoning case RZ-26-02: Planning staff presented a request from David Hammer of Hammer Hospitality to rezone four parcels along Happy Plains Road from R1 to R2 to allow additional double-wide homes. Staff noted the lots currently have public water but no sewer and that a nearby proposed subdivision could eventually make sewer available. The planning board recommended approval; applicant David Hammer and broker Todd Lang spoke in support. Commissioners approved RZ-26-02 by voice vote.
Commissioners asked staff about water and sewer availability and noted public comments preferring site-built homes in some cases; staff said environmental health, building code and TRC review requirements still apply to any development approved under R2 zoning. The board's votes were voice approvals recorded in the minutes; no roll-call tallies were entered into the transcript.
