Evanston committee advances ordinance to bar unlicensed vehicles from street parking

The Evanston Human Services Committee on April 6 advanced Ordinance 35026 to the full City Council, seeking to prohibit certain unlicensed vehicles from parking on city roadways.

Council Member Rogers, who introduced the referral, told colleagues the measure targets clusters of vehicles in residential blocks that appear to be used as de facto car-dealer fronts. "At one point in the 1300 block of Dobson, I counted five individual cars that had no registration tags on them or any license plates," Rogers said, arguing the change would allow police to act more quickly than the abandoned-vehicle process.

The lone motion to move the ordinance passed the committee with no recorded opposition and will go to the full City Council for final approval. Committee members said the change is intended to restore parking for residents in dense neighborhoods and cut back on what Rogers described as an unfair business practice that leaves buyers with little recourse.

The committee also approved the March 2, 2026 minutes earlier in the meeting.

The ordinance discussion included clarification that the change would strengthen enforcement tools available to police but would require legal review and a final vote by the Council before taking effect. The committee did not set an implementation date; next steps will be the Council review and any subsequent administrative rules defining enforcement processes.
