The Bay County Committee of the Whole on April 7 authorized release of a request for proposals to hire consultants to draft a Bay County Materials Management Plan.
Staff explained the project is larger than originally scoped and that the state has provided grant funding to support consultant work. "We have already gotten our first round of funding for about $110,000," a county staff member said during the meeting, and staff said the county is applying for a second round of roughly the same amount. They added there is no required county match for the state funds and that the second round will be combined into the same RFP once amounts are confirmed.
Commissioner Dack asked whether the RFP will reflect both the first-round amount and any expected second-round funding. Staff replied the RFP will be written to cover the total anticipated scope and that the county expects about $110,000 per round.
Why it matters: The Materials Management Plan will guide the county's approach to solid-waste management, recycling and related services; contractor selection and scope will determine how the county allocates the grant funds and whether additional resources or policy changes will be needed during implementation.
Next steps: Staff will prepare and release the RFP and return to the board with contract recommendations once bids are evaluated.
