Dawn described the predevelopment workflow — site investigation, due diligence, utilities checks and engineering — and said the commission typically budgets $75,000 for early-stage predevelopment work to package sites for developers. She said KEDCO and Club 720 assist with buyer education and strategies to lower lot costs by combining donated land, grant funds and infrastructure support.
Dawn reviewed several projects in the pipeline. She said the Claypool and Pearson efforts are community-driven and rely on public sector support; the South Shore project near Syracuse will include a mix of housing types (detached single-family, duplexes, condominiums for sale, long-term rentals, multifamily and senior living). Dawn said some units will be for-sale and some market-rate rentals, and characterized the developments as targeting workforce and missing-middle housing needs. On pricing, a speaker in the meeting referenced numbers that were unclear in the transcript; staff did not provide a firm, documented price list at the meeting.
Dawn also noted private projects: Autocam’s building at the tech park is advancing rapidly and is expected to bring significant employment (a staff estimate in the meeting was around 300 jobs); North Trace RV Resort in Syracuse is preparing to open in spring with roughly 80 pads; Rabbit Ridge, a 55+ community, already has several houses under construction and move-ins in progress.
