Deltona commissioners unanimously approved a set of utility maintenance contracts designed to preserve wastewater system performance and avoid larger future costs.
For sanitary sewer rehabilitation, staff recommended awarding work to SAK Construction under a piggyback contract to perform cure-in-place pipelining. Staff said the $1 million allocation will rehabilitate about 3.75 miles of the city’s roughly 91 miles of sanitary sewer and that SAK agreed not to charge mobilization/demobilization fees—saving the city roughly 12% on costs. The commission approved Resolution 2026-26 (vote 6–0).
Separately, the commission approved a budgeted purchase (Resolution 2026-28) to replace about 7,200 submerged Kubota membrane plates at the Eastern Water Reclamation Facility, a scheduled capital replacement (estimated budget $1.65 million) necessary because the membrane plates reach useful life after roughly 10 years. Staff said the replacement ensures reclaimed water quality remains within regulatory limits; the motion passed unanimously (6–0).
Staff said both items were budgeted and emphasize preventative infrastructure maintenance to protect operations and reduce future borrowing. Commissioners thanked staff for negotiating value and for providing clear explanations to residents.
