The City of Monona Finance and Personnel Committee approved an ordinance on April 6 to amend parkland fees and allow a 50% reduction for qualifying affordable housing projects.
A staff member told the committee the proposed amendment to chapter 473.5 would apply a 50% reduction from the multi-family parkland fee for projects that qualify under WIDA, a program staff recommended because it requires minimal additional local administration. The staff member said using WIDA eases tracking requirements and may satisfy 30-year affordability expectations embedded in tax-credit programs.
Committee members asked whether other funding programs should qualify and whether the reduction should be written as an automatic exemption rather than a discretionary reduction. Alder Wood said other organizations fund affordable housing and asked why they would not be treated the same as WIDA projects. A separate committee member noted Middleton uses an exemption approach, suggesting that automatic eligibility for qualifying projects could be cleaner and more administrable.
Attorney Cole has provided preliminary comments on the draft ordinance and staff said additional edits are expected before the item returns to committee in two weeks. The motion to approve the ordinance was made, seconded and carried by voice vote.
The committee did not adopt a specific list of alternate funders in the ordinance language; staff and members indicated they would retain the option to evaluate projects case by case and to amend qualifying criteria later. The ordinance will proceed with attorney revisions before future consideration by the full council or subsequent committee action.
