Council approves Redwood drainage reconstruction after years of neighborhood flooding

The council approved moving forward with the Redwood drainage project, which staff redesigned to address recurring flooding in the neighborhood between the middle school and Redwood. Staff said the revised plan removes and reconstructs Ninth Street and Magnolia to install a full storm sewer system, rather than the half-street storm work originally envisioned.

On the record, staff put the current cost estimate at $353,000 and said the budget included roughly $250,000, leaving an approximate $100,000 shortfall. Staff recommended advertising for bids with an anticipated bid opening schedule (advertise on the 15th and 22nd, open bids on the 30th) and a target substantial completion date of Aug. 14 so work would be finished before school starts.

The drainage work is intended to capture runoff from Tamarack and surrounding neighborhoods before it reaches Redwood, reducing the flooding that occurs when rainfall exceeds roughly a half inch. Staff said historical development in that area did not include a full storm system, contributing to repeated roadway damage and standing water during heavier rains.

Councilmembers approved the motion to advertise and proceed with the project; staff said they expect active contractor interest this year and noted at least two contractors are already engaged locally.

What happens next: staff will advertise the project, open bids on the announced schedule and return with a bid recommendation and a funding plan to cover the estimated shortfall.
