A Pataskala resident told council he is reviewing the city's zoning history and asked that original records dating to 2008 be located, reviewed and released to the public ahead of any decisions tied to a proposed industrial or data-center development.
"Before concluding that the city lacks authority in these matters, can we confirm whether those original zoning records have been thoroughly reviewed and verified?" Daniel Graves said during the citizens' comment period, adding he had filed a public-records request and was told the documents are not digitized and require manual review.
Graves said public statements have suggested some types of development are outside city control because of earlier zoning decisions; he urged the council and planning staff to document any limitations on city authority rather than assume them, and to make the records available if they have been or will be reviewed.
The planning and zoning department later confirmed it is working on Graves' request. Multiple council members thanked the planning commission for its work on the related data-center review and discussed the value of gathering full information before any council decision; council members also discussed a possible site tour for members, noting restrictions on attendance to avoid creating a quorum of another body.
No formal council action on zoning or the records release was taken at the meeting.
