Sponsor testimony described the amendment as a modest, practical step to increase access to secure transport when traditional ambulance or non‑emergency medical transport is not appropriate. "If you have no options, you end up oftentimes with your person ending up in jail," the sponsor said, explaining the need for accessible information about secure-transport options.
The fiscal note was reported as reduced to zero and the department indicated it could perform the work within current resources. Senator Weisman moved the bill to the Committee of the Whole with a favorable recommendation and the committee voted unanimously to advance the bill.
