Senate advances Department of Law cleanup bill to committee of the whole

Vice Chair presented House Bill 14‑26 as a ‘‘department of law cleanup’’ intended to codify authority, modernize processes and streamline operations within the Department of Law.

Jeffrey Reister, representing the Department of Law, told the committee the bill clarifies executive‑session language (allowing confidential planning with the Joint Budget Committee on litigation and long‑term budget impacts) and codifies cross‑references and authorities that have changed over time. Jan Zavislain of the Attorney General’s Office (consumer protection) identified himself and said he was available to answer detailed statutory questions.

"This is a meeting that we were able to have with the JBC in prior years ... The purpose of that is twofold: to talk about litigation that is ongoing and could be a long term budget impact to the state, and to allow our office to have executive session to talk about pending legislation," Reister said, explaining how the bill supports coordination between the Department of Law and the legislature.

Why it matters: committee members said codifying these practices will help future administrations and protect confidential deliberations about litigation and budgeting. Reister framed the measure as a ‘‘spring cleanup’’ that addresses issues noticed over several years.
