Council voted April 6 to authorize the mayor to enter an owner’s-representative agreement with RFC Contracting LLC to support the police and fire station project through design and construction administration.
Staff said RFC was selected through a request-for-qualifications process and has been participating in facilities meetings since 2024; the agreement covers pre-construction services (a fixed fee for design-phase representation) and monthly construction-phase installments. Staff gave an overview of the fee structure and said the consultant’s pre-construction fee was stated at $95,000 with construction-phase services paid in monthly installments (documents in the packet show phased payments tied to project milestones and a construction-phase total identified in the materials).
Council members emphasized the need to keep momentum on the project given active federal grant applications and upcoming architect interviews. One member noted RFC’s prior unpaid participation and praised the firm’s experience overseeing constructibility and contractor accountability. Council approved the resolution by roll call and directed staff to proceed with architect interviews scheduled for April 10 and to finalize agreements consistent with the approved owner’s-rep terms.
The authorization allows the mayor to execute the owner's-representative agreement and obligates staff to continue the pre-construction schedule, interview qualified architects and return to council with the architect-of-record agreement and any grant developments.
